This study examines Shaykh al-Mufid’s fatwa regarding the application of certain legal rulings of the Sacred Mosque in Mecca (al-Haram al-Makki) to the shrines of the Ahl al-Bayt. Issued in the late fourth century AH, this fatwa profoundly influenced the sanctity of these sites and played a significant role in the formation of Shiʿi sacred cities. The research aims to explore, from historical and philosophical perspectives, how the concept of the Meccan sanctuary was extended to the shrines of the Ahl al-Bayt. The main hypothesis is that Shaykh al-Mufid, through the use of concepts such as metaphor and linguistic interpretation, presented the shrines of the Ahl al-Bayt as analogous to the Meccan sanctuary, thereby initiating major religious and social transformations. The theoretical framework is grounded in Wittgenstein’s notion of “seeing-as” and the conceptual metaphor theory developed by Lakoff and Johnson. The findings indicate that this fatwa, by highlighting the sanctity of the shrines of the Ahl al-Bayt, transformed them into highly valued places within Shiʿi collective consciousness and contributed to the strengthening of Shiʿi social identity. Within the context of Buyid-era construction activities, this development had a lasting impact on the cohesion of the Shiʿi community.
