The global prevalence of various forms of democratic governance has elevated citizen participation in urban management to a primary concern for city administrators. This article argues that the model of urban governance is the most critical factor in shaping public engagement, as its logic, pattern, and methods are intrinsically rooted in the dominant culture of a city—a culture that fundamentally constitutes citizens' urban identity. In a metropolis like Tehran, characterized by significant cultural diversity, multiple and often fragmented identities emerge, leading to varied patterns of command and obedience. Consequently, establishing a cohesive governance framework that fosters inclusive public participation while encompassing the city's diverse cultural and identity segments becomes a strategic imperative. To address this challenge, this study first examines the culture and cultural diversities that shape urban identities in Tehran. It then analyzes governance styles within these pluralistic contexts and, ultimately, proposes methods for effectively engaging citizens in urban administration. The research methodology involves conceptual analysis and a descriptive-analytical approach, concluding that a synergistic model balancing centralized coordination with decentralized, culturally-sensitive participatory mechanisms is essential for harnessing maximal public contribution in managing Greater Tehran.
