Abstract
Although governance in the Muslim world entered the lives of Muslims without any prior experience and specific Islamic model, it soon was able to come up with a worthy-of-deliberation system and devised a plan that competes with other types of governance. The researchers who turned to this aspect of Islamic civilization emphasized the impact of the Iranshahrian political thought pattern on it, and considered the Muslim rule as basically inferior to the political experience of the Iranians, especially during the long-term Abbasid era, which of course in turn had benefitted from the experiences of other nations and societies, so much as some researchers have explored certain aspects of it. Using the method of content analysis and based on historical data, the writer tries in this article to answer the basic question as to what civilizational approaches the Muslim governance has benefited from and what benefits it has gained from Iranian thought in this perspective, or what aspects of Iranian urban civilizational perspective has affected their politics. The article presumes that the dynamism and strength of Iranshahrian thought and its successful experience caused the Muslim Arabs to introduce three elements of civilization from their geographical-cultural neighbors, which have an obvious effect on the interaction of the government with the members of the society, into their political life or due to such relations further deepen and develop it: the element of awareness development based on education; the element of expanding justice and, accordingly, equality in the field of political action; and the element of attention to the competence of the ruler; elements that throughout history are always worthy of attention and application by governance. Of course, it is obvious that this approach does not mean that such foundations are absent in Islamic teachings, but the main purpose is to highlight their political origins in the field of governance.
